In a significant boost to Sri Lanka’s energy infrastructure, the Cabinet of Ministers has approved the awarding of a Rs. 2,269.18 million (tax-free) contract to the JLS & Fentons Joint Venture—comprising Jyoti Structure Limited and Hayleys Fentons Limited—for the construction of a key transmission line under the Mullikulam Wind Power Transmission Project.
The project will deliver a 28-kilometre, 220kV double-circuit transmission line connecting the Mannar Grid Substation to the Mullikulam Collector Grid Substation. This infrastructure is critical for transmitting wind-generated electricity from the Mannar region into the national grid, directly supporting Sri Lanka’s renewable energy targets.
The contract follows a competitive international bidding process, with five bids submitted after procurement approval was granted at the Cabinet meeting held on February 3, 2025. After detailed technical and financial evaluations, the High-Level Standing Procurement Committee selected the joint venture as the lowest responsive bidder, highlighting both cost efficiency and technical capability.
The partnership between Jyoti Structure Limited—an established player in large-scale transmission projects across India and overseas—and Hayleys Fentons Limited—one of Sri Lanka’s most respected engineering and infrastructure firms—positions the project for strong execution backed by both international expertise and local market knowledge.
With Cabinet approval now secured, the project marks a strategic step forward in strengthening Sri Lanka’s grid capacity, enabling higher integration of renewable energy, and ensuring more reliable power distribution across the country.
This award further reinforces the growing role of Hayleys Fentons in national infrastructure development while highlighting Jyoti Structure Limited’s expanding regional footprint in high-voltage transmission solutions.
